To my knowledge, the only way to unlock it was to subscribe to the Dragon age II newsletter (email) before the release of the game. I doubt its still available, but you can check the website for Dragon Age II.
Just so you know, it looks great, but it's only good for a little way through the game. You won't miss much if you use other weapons.
BTW, if you like a game, you ought to consider buying it...At least when it gets discounted. Great games are made with the money that we provide...minus profit that supplies their employees with monetary compensation and stockholders with confidence.
